I think it is overvalued. Unfortunately i see Nem from not very nice perspective. I invested in this coin just 100$, but still don't have much belief in it nowadays.

I think it's very difficult for NEM to raise the price until All Time High.
I see in Coinmarketcap that the All Time High from NEM is 11,000 Satoshi and now the price is around 1850 Satoshi, too far to go to the All Time High.

NEM is not undervalued in fact it is in rank #20 with $0.1482 per coin. The performance of NEM is appreciatable coz there were coins did not survive the deep storm in the market, then, we see NEM in rank #20. It is difficult to maintain that rank.

Past ANT coin NEM could not grow more than it was before, this is a very bad sign and only because of this it can not be considered as a good investment, of course everyone decides for himself and it is possible that the project can offer people something new and modern in the form of good types of earnings it will have growth, but so far they do not offer anything.
