Retractions Following the Upgrade
At 22:27 GMT, the Shanghai upgrade was initiated, and it was completed at around 22:42 GMT. In the 30 minutes following the upgrade's activation, almost 285 withdrawals in epoch 194,408 totaling about 5,413 ETH ($10 million) had been completed. Over the next four to five days, 1.2 million ETH tokens valued more than $2.3 billion at the current price will be available for withdrawal, according to Coin Metrics.
Affects the price of ETH

By articles analysis ,next bull run will be start in begining of 2024 year. Not to say that this year wont be bull run,in truth it was by the start of this year with not so much rise percent but profit was to make back then. Articles giving prognose that by 2025 year it will go so much up to 7800$ so price I think will surpass the target price you suggest. Ethereum keeps its market dominance.
