I see the project whitepaper mostly explains the concept and development of the project. Regarding the legal rules the project is rarely attached. Maybe it's a lack of projects, and the legality of the project must be immediately implemented to reduce fraud projects.

I think the punishment for ICO for committing fraud is prison. But it is still difficult to do, because there is no absolute rule from the government regarding crypto investment. I think that if there is an agreement the rules about crypto investment will re-grow the passion of investment and the value of crypto coins will experience a very good increase.

I think for the current conditions it is better to buy at the stock price. Why? the percentage of ICO failure is very high for the current conditions, there are still many investors who lack confidence in the ICO due to negative sentiments about crypto that have not disappeared.

My advice, the best coins are still dominated by BTC, ETH, Ripple, LTC, Waves, EOS, and XLM. Apart from that there are still many coins that are worthy of investment, maybe those including the top 20 CMCs are the next alternative.
