I have seen few Bounty program that are accepting Baby steps but unfortunately gets only the lowest stakes and tokens.

The answer to your question is NO, you can not join any campaign when you are still in babysteps, for you to be able to join any campaign you need to rank up to at least jr member so you just have to be patient and continue posting till you get there.
