Regulations on cryptocurrency mining chips in South Korea

The South Korean Custom Services have come out finally with a list of items of which cryptocurrency mining chips are part to meet a new set of regulations in relation to its importation into the country. South Korean miners are now faced with the fate of not receiving mining chips from foreign countries in some few months to come.
Is it a conscious effort to limit the activities of miners in South Korea or it is being done in the best interest of cryptocurrency?
