Is Binance operating unregistered in Japan?
Yes, you didn't read it wrong.The Japan Financial Services Agency issued a warning Friday about trading Binance on the grounds that it operates in the Japanese market without official registration in the country.The same warning was issued in March 2018.

Binance is in serious trouble, I'd say. Japan wasn't the only financial regulator that banned them. The British regulator FCA did so too.  (https://www.forexbrokerz.com/news/uks-fca-bans-binance)

A few hours after Binance's announcement, Hong Kong's Securities and Futures Commission warned consumers that Binance is not "licensed or registered" to offer these types of tokens, which constitute securities under Hong Kong law. Yesterday, Italy's financial regulator, Consob, said Binance isn't authorized to offer any investment services or activities in the country. Its notice also referenced stock tokens.
