There are so many old threads that are no longer relevant to today's discussion but still being bumped by some bounty hunters and I don't think the OPs plan to lock them up anytime soon. Can admin or mods do it?

I have updated the OP and added one more. I will continue to add when I see more old and irrelevant topics.
How about plagiarized topic? Most of them are months behind the original post and usually irrelevant also. I think they should be locked too.

I think this is necessary for local threads too. Those threads create info pollution when newbies want to rise in rank quickly.

Yes, I agree. I think the moderator on the local board must be active to lock the old thread and always monitoring.
