Or there is no preparation in his country. That certainly takes a long time. And certainly, need a lot of money to make it.
People now a adays is not ignorant anymore to technology. There are countries who belong to the third world. But it doesn't mean they don't have knowledge about technology. Well infact even the third countries is improving because of it, it is a process of change for some countries.
