This definitely looks like a ponzi. So new funds are generated from refferals who also send funds to the contract address not as if the project is distributing funds from project's pool. So what happens when the fund runs dry?

This is nothing more than a money game. ROI are taken from the money coming in. Payouts are generated from the payins. So what is the difference from the usual HYIP? Well, it is the use of smart contract. Meaning to say (I assumed) that there will no admin that can run with the money. Let's see if there can be no backdoor here, otherwise it would be easy to predict that it will just announce that it is hacked and that is the end of it.
