And that is exactly what can be a problem when we have inactive mods. Experienced users do the right thing, I suppose. But what do you do when the mod isn't there for months?

  I agree with you.  Since we have a court in this friendly forum where any reporting can be precisely judged.  So I think it's better to go there and report.  I think it is better to post there without bothering the admin with unnecessary PM.

As long as we have a good and active global moderators team it would not be a real problem as the reports should be visible to every moderator who has the appropriate rights, not only to local ones. I haven't work with this forum script exactly, but all modern forum scripts work this way.
