Not all people who sell awhen price is getting down are doing that because they are panicking. Thing is, when price starts going down, chances are it will continue to go down further so traders/speculators sell now in order to rebuy later at the lower price.
That tactic is not for inexperienced though as more often than not they will end up "selling low buying high" instead of the opposite.

Newbies (New Traders)
Unexperienced (those who dont' have knowledge of trading)
and someone who gets influenced easily by anyone.

The Reasons of Panic Selling:
They thing if they don't sell they will loose more money.
They hear a bad news  a rumor or fud about a project and think that the project's price will fall so they start panic selling.
They listen to an internet influencer who suggest them to sell the coin because of whatever reason and they easily gets influenced.

When people see there coin's price are falling and their funds reducing in value. the start panicking and sell their coins so they don't loose any further, they want to minimize the loose. but panick selling is never a good thing. because coin price might go up and down which is part of the market. panicking and selling your coins at loss is not a wise decision.
Mostly only Newbies and unexperienced traders do panic selling. Experienced traders who have knowledge of market would know that the coin price will eventually go to it's target. because they know charts, and analysis very well.

If I were to express my opinion, it would be that those who hold over fear only sell as soon as the market shows a slight downward trend. They are after small profit, and most of them bought bitcoin due to the hype and they lack the knowledge of bitcoin price movement. That’s just the nature of some people, they don’t have the mindset to withstand seeing their money fall but they always wants to do what people are doing. Some people (mostly beginners) don’t have knowledge about the concept of cryptocurrency but they invested in it because of the stories they hear of how people make money from cryptocurrency without seeking proper knowledge about it.

Without proper knowledge one will always freak out when the price drops because they won’t understand that there are several reasons that may cause bitcoin price to drop and that whenever it drops bitcoin price will still rise again no matter how long it may take. I feel these set of people who panic and sell when the price drops didn’t get proper orientation before engaging in it and i feel they only joined up because they think it’s a get rich quick scheme where they can make quick money failing to understand bitcoin is volatile and price can move in any direction.
