I think no, it's only possible if you intentionally shut down the whole Internet infrastructure because Bitcoin is a decentralized Network and Distributed Public ledger. so it's not possible for now.

The 10 years of cryptocurrency existence is not that old, that's why it is quite not solid in terms of foundation, maybe in some countries that the law was absolutely dictated by its government like China perhaps it was highly possible that they could limit the use of cryptocurrency in their country while in Europe and some parts of Asia and Americas that the Democracy was still thriving it means nothing.
