Those who have more money in hand should invest into low rate so that they will gainer in near future. Market can not go always in down as one time it must go forwarded so those who can wait for that time should invest instant now.

But unfortunately, it is not the time for altcoins with low rates anymore. 2018 should be the time that altcoins have very low prices. However, it is still a good time to buy some trusted altcoins before bullrun happens. Crypto market is growing fast currently, don't wait for a too long time till it is over already.
