I think its a must for every investor to take time to read the whitepaper before investing,All the necessary information is in their the roadmap the token allocation and what the main focus of the project. Very well said, the first time I created an article review for a project it is because of the Whitepaper's information. Everything is documented on this and is one of the most important things that most people were skipping, they don't even take care and give time reading this the reason lot of people get scammed by scam projects.

yes really because many of us who are lazy to read the white paper causes a lot of ci bounty that is scam, right as you mentioned above something that is a scam is usually made in a hurry and a lot of mistakes, I myself if I want to invest with the amount of money which is pretty big for me, I make sure you have to read the white paper first to reduce the risk of getting a scam or the failure of the ico.

Whitepaper is very important for a project and you can easily check if one is copied from another using google to detect some scam projects.

Personally, I do not think whitepaper is enough to identify scam projects because with what you said, the incoherence in the whitepaper of scam projects might be very few. Most scam projects have excellent whitepaper. I do read whitepaper to find out the nature of the project and how they plan to carry on with the project.
