The day Byzantium hard fork took place, a new Ethereum fork was born: Ethereum Vega. Their approach is very similar to bitcoin cash fork: anyone having a ETH balance on Oct 23rd will also hold a 1:1 exact balance of EVA in their wallets... well, not exactly: in their private key (you can redeem them with your private key in a supporting wallet).

Currently an official full node software is available (weth) on their github, you can check the account balance using commands similar to geth.
