Tokens/Coins Offerings (ICO, IEO, etc.) / Thoughts. Is this a diamond in the rough that is a good buy?

Advice?
The crypto-coin, going by the name "Netcoin", trading on Cryptopia as "NET" and seemingly nowhere else, is a 4-year-old coin with very active developers who will soon release a nBitCoin version and gaming API. They have lots of miners. But the coin sells for a lot less than a penny per coin. It's now only $0.0015 per coin. This seems severely under-valued. ICO coins, unproven and new, come out of the gate costing more than this.
Should I buy a bunch? Is it just a matter of time before it shoots up? What do you think?
