I would say a 5 because there are many different altcoins and some standards can be really low or they just come out to swipe funds.

I will also give a value of 8 for altcoin. Altcoin is an alternative coin that is very good because it can perfect the bitcoin deficiency. And altcoin is present as a solution to overcome the limited amount of bitcoin.

Not even close to 5, so many alts today that failed to continue with their project, as the market became so crowded so as to gradually banishing some alts in the marketplace. I think crypto currency needs government intervention to filter those project that only wants to raise money and after run away. This is to avoid damage on the legit project that would cone in to the market.
