When is the right time to enter altcoin Market

after a series of market observation, i am still confused on when to enter the altcoin market. currently, BTC/altcoin markets are  terribly bad at the moment.
when do we start seeing a change please. someone said the altcoins market becomes effective when their is a consolidation on btc/usd market.

It is better for entering into altcoin investment now because most of the altcoins are huge under valued. After BTC/USD stable, altcoin will start horse race like BTC now. So observe market and try to research coins that you want to invest.
