Open member Profile you want to send message and click Send PM located on the left side below profile image.
One small correction, it is not Private Message, it's Personal Message, and there is no privacy in any forum messages.
For that you can use open source apps like SimpleX chat, Signal, etc.

You probably need to rank up to be able to send messages.

To make it clear to send a Private message to someone under his/her profile you should be able to see this below

Below to the "Add To Buddy List" you can see the Send PM button you can also PM someone by going to "My messages" and then Send a message check the image below
