I don't know the US political system in any great depth, but this seems to me to be mostly symbolic. The Democrats have a majority in the Senate and the president is a Democrat. It is normal that the bill will not be passed. If things change as a result of the elections, I suppose that US policy on CBDCs will change, but as things stand, it will not.
