Did you use some sort of rewriting service to rephrase a previous not very meaningful question? If so, better not to do so again. If you know many online forums which have working hours and don't let to post at any other time, it will be very surprising!

What does blocking account means?

Blocking means banning from posting on the forum. The one who is banned still can try to explain something, we are a friendly forum anyway. But I don't remember anyone being unbanned, we give too many second chances to give it additionally to those who crossed all the lines.
