Yes, many scams and cancled or failed ICO projects. Not only scams, some projects cannot reach the softcap, so they cancled the ICO or extended ICO. However, after the ICOs successful, the coin prices at market/exchange are really cheap.

No need to ban the ICO but the regulation is enough to screen out those scam ICO. There are lot of ICO that are legit and become successful in the market therefore it would be unfair if some legit ICO will be ban too. In fact lot of people are already earning from these good ICOs like the investors and the bounty hunters therefore it is not right to ban them but to regulate them will be enough.

I do not understand the thoughts of investors who joined the ICO project. by swapping more valuable coins with a new coin or token and a bonus of up to 50% whether it will have value in the market? I rarely see ico projects that can reach hardcap. comparison 1:10.

I think limited is better. with a legit and high value ICO project will make investors believe in investing in crypto. no need to have 100 ICO in every month. investors only need some good ICO for investment.
