After first week you should calculate the stakes and amount per participant carefully. Then you can estimate the reward approximately. But some bounty admins are cheating. They may manipulate the spreadsheet. Especially if the last week spreadsheet is closed, understand that there is something wrong.

I also experienced this one. The other reason for receiving low bounty rewards is the average result from presale or ICO. Average is just over its soft cap.
