Look for this problem, you better buy coins instead of at ICO, because there are lots of scams in many ICOs and many projects are scam. If you buy Coins, it's okay to buy them, but you should also pay attention when buying them, try to lower the price of coins so that the price of coins is cheaper. If you have done your due diligence and took into account opinions of other credible ICO/Crypto personalities (not blatant shillers), the chance of getting scammed in pre-sale is extremely low. But yes, high bonuses from pre-sales (or even private sales) are sometimes game-changers.

Actually, it is still no guarantee to be not scammed even in ICO. You may know it is not a scam when ICO has been over successfully and bounty hunters or investors get benefits from it. I will suggest you to buy on pre sale for more discount. I believe you can analyze it very well which coins are potential.
