First, the bull run happened in 2017. Yes, Bitcoin had gathered good momentum for the past 7days and I think that if this trends continues, we may experience another all time high, possibly $20.5k or $21k this year, 2020.
I waiting for this bull till December 31, 2020. Many records new records on Bitcoin this year. Bitcoin is going moon!

Maybe you are right about price prediction around 18K before the end of November. Also let us not forget that Bitcoin can surge anytime more than this present high performance. I think this is only for paypal news on market and we need more good news like that. So in next year we will see very good sun in crypto market and will brake the record of 2017. As paypal accepting BTC i think similar another organization will also try to accept BTC or another crypto currency and market will pump day by day.

I am not sure bitcoin price to $18000 in november, as there is still a strong support area at $16200 and $17000,
I expect bitcoin will be correction before continuing its trend, and December is the right time to continue its trend after bitcoin correction.
