Any one have problem with IDAX ? after send some ammount of eth it keep loading i use phone ( ANDROID)

I have never used this exchange https://www.idax.mn/. do you send ETH from IDAX to your wallet? or send ETH to IDAX from your wallet? You can ask directly using the support message in the lower right corner of the IDAX screen. They will be happy to answer your question.

They have a transaction engine upgrade since 2019.01.17, still not finished. I read earlier on a telegram group that you can deposit, but withdrawals are still blocked.

I've been using IDAX for quite some time now and got no problem in depositing and withdrawing my crypto.
The only concern i have with them is that they got a lot of fake volume.
