国家金融与发展实验室理事长李扬，在第十届陆家嘴论坛中就发展金融科技问题提出：区块链不仅仅是去用来造币、创造百万富翁，应该用它来改造基础设施、认证系统、信任系统，产权识别系统，降低金融交易成本。同时还指出，金融科技最终目标是提高金融效率。
