Soft cap is the minimum target sale of an ICO. Then the hard cap is the maximum target sale to be reached.

Soft Cap is the minimum funds required by the ICO or the Project to continue, if the Softcap is not reached, the project will not move and the funds will be returned to the investor. Hard Cap is the maximum funds needed by the ICO or Project. if using a hard cap, the crowdsale will automatically close and the development process starts immediately.

Hard Cap: Maximum Fund required for the project/ICO. If the project raised the Hardcap, the Crowdsale will automatically close and the development process starts right away.

Softcap is the absolute minimum they need to go forward with the project, hard cap is when they stop the ICO because they met what they need to succeed

Think the basic answer to this question has already been given above, but just wanted to add a couple of things. Gone are the days when projects were hitting hard caps on a regular basis, which basically meant there would be almost guaranteed demand when it hit the exchanges. Now it seems to be a struggle for even the most promising projects to reach their soft caps, and this invariably ends with the coin/token being listed at below the ICO price. I tend to avoid investing in any ICOs now, but I do keep an eye on projects that interest me, as sometimes I can pick them up at a much cheaper price on an exchange. Not hitting a hard cap is not necessarily a bad thing, as long as the project has enough working capital, then enough progress should be made to bring them to the next level of investment. It actually helps to pinpoint projects which have little to no use, a key ingredient for potential investors.

Yes I totally agree with you, but even in this bear market there has been projects that reached hard cap. During the bull market every crappy project with nothing to offer would rise millions and reach hard cap. Now you reach the hard cap only if the project is truly good.
