I think we need to add not plagiarizing into this rule list, it seems many users still aren't aware that they will receive -K if they copy and paste other topics from other forums.

So, I reported its posts as a spam but he continue to do this over and over again.

My question is : How Should I act in this case?

With our new ranking system in place, we wish to keep the reporting function only for serious cases:
like spam & scam

thus for the below cases, please do not click report post anymore:
short replies: because the rank system does not rely only on post count. No longer report short replies.
Shitty replies: same as above, you can give negative karma, but don't report them.
Replies by incentivized posting : we will tag the user to moderate all his/her post, post the link here: https://www.altcoinstalks.com/index.php?topic=112178.0

Do report :
Referral links in main sections - not in referral section
Topics that need to be moved
Topics that clearly do not belong to the section

You don't have to give negative karma no, that's a personal choice.
If you don't, someone else probably will anyway.
