Can Karma be Gone?

Let me answer your last question: Karma can be either negative or positive. They work hand in hand, the positive come to cancel the negative and vice versa. You need to always have more +ve karma than -ve karma or else your karma level will be displayed as a negative number. This mean a negative karma value can be clean with a positive karma(thanks)
Karma is 0 when no one has punished or thanked you.

With who can give karma, it is from Full members and above that have the [thank] or [punish] button as far as I know.

Yes, negative karma can and will be gone just like positive karma. If you are doing something good you will receive positive and when you abuse rules negative just like this +1 -1 = 0
