In my opinion, the cryptocurrency market will always be unstable. Regardless of the degree of legalization and adoption of cryptocurrency and regardless of its price. The main thing is that a decentralized cryptocurrency will not have a regulatory authority and its price will depend entirely on the ratio of supply and demand. For large price values of a cryptocurrency, its volatility may even increase, since the amplitude of price fluctuations will theoretically increase.
