Title: Introducing The Under Review rank

Hello guys,
thank you for doing an amazing work with hunting the spammer and the bots,
to make your job easier, i am introducing a new rank: Under review
i will grant the possibility to assign this rank to active members of the decentralized team
then i will be reviewing these account and hunting down associated accounts.

What about adding reCAPTCHA to prevent bot registrations? ???
What can be done automatically can hardly be prevented manually. Tens of bots for hour is a little bit too much. It is better to fight with them automatically preventing their registration.

I totally agree with @Jokers proposal. reCAPTCHA would make things harder for them and easier for us and it would be another way to have the forum more controlled against bots and spam.

reCAPTCHA can be good for registration form. It can be boring to choose cards with bridges and palms but if it will be once for registration only then real users will not be harmed much. Some bots can pass even reCAPTCHA 2.0 version, but according to my experience very few.

At my point of view Under review rank can be removed just manually on personal request. No automated way for bypassing such penalty should be.

@Admin I think it would be nice to put that text or something similar somewhere visible to everyone in the Under Review range in case some "user" wants to be out of that group.
