Decentralized Forum Management

A forum is usually run by an admin in a totalitarian style.
On our forum we tried to introduce a somehow democratic style, with a senate and an elected president.
For crypto this is not enough... i would like to experiment with an additional idea.
this idea have been tested a bit in the past, thus now we will refine it.

I will start granting users full management power over certain sections.
This will be based on many factors, but mostly:
- Willingness.
- Motivation.
- Quality of contributions.
- Growing your section.

Once a section manager, they will be able:
- to moderate
- to sell ads on this section
- change/add sub sections

Restrictions:
- 1 user can not be manager of more that one section
- Ads can not be for free
- Ads revenue should be distributed as such : 30% sent to forum, 20% distributed to special ranks in the section, 50% kept by manager.

Requesting:
- Any user can request the section manager position (check criteria of granting above).
- If position already filled by another user, he can be replaced if he is under-performing or less active.

Evolution:
With time sections can have their separate ecosystems, deciding on their rules.
