王永利:虚拟货币与法定货币的兑换环节应该成为金融监管的重点

近日，原中国银行副行长王永利日前发文表示，比特币等网络虚拟货币，可以在其网络社区内使用，但不应到网络社区之外流通。虚拟货币与法定货币的兑换，凡是公开的交易平台，都应建立法定货币钱包（账户）的实名制，以及户主与平台定期向监管部门申报法定货币账户变动情况的制度，其与法定货币的兑换环节应该成为金融监管的重点。以虚拟货币进行公开募集资金（包括ICO）或开展期货交易等，必须满足公募基金或期货交易等的管理要求。对利用虚拟货币或商圈代币进行金融欺诈等违法乱纪行为必须严厉打击。
