-Concept (what is the vision, why blockchain, if they have existing product, etc.)
-Team (who is behind it, the advisors, experiences,etc.)
-Hard cap (how much are they trying to raise, token structure, etc.)

Good example (in my opinion) is Orchid Protocol. They plan to build a private layer internet and wants to raise $600mil. However they have a solid team but still the hard cap seems a bit off for me. 

I would diversify in both bitcoin and ethereum.
Also depends on your intentions. As far as investment goes, both btc and eth is great. However, keep in mind eth is most commonly in crypto transactions - initial coin offering (ico) for example. 

In addition to all the great responses on this posts, I would also add that it's very important to read the whitepaper and fully understand their reason for doing the ico because some projects don't necessarily need to have blockchain in it.
Sometimes the ico can be legit in a sense that they have real team and company etc. but their reason for doing the ico could be for the wrong reasons like more as an exit plan from the current business rather than for blockchain development. - And that's obviously not good for ico investors.

 

Binance is a good place. Sometimes there are airdrops and contests relating to NEO as well.
