Well, I also found this yellow box in a member who had the rank "Newbie" and even his activity was 0.I think you can lose your rank if you are not active, so this member may have been active in the past.

I agree with you, the complexity would increase if it were for all Local Moderators, it would be easier.
but there are also low ranking ones such as Junior Members who have the yellow box, unfortunately I forgot again and I didn't have time to make a screenshot.

These members have additional permissions in boards they are responsible for, such as the ability to delete posts, receive reports, and move topics. They have the sheriff badge in those boards and a yellow card outside of them.

I dont know about other members you posted, but Igebotz told me he is now moderating his Nigeria local board, so I figured out that was the meaning of little yellow box.

That yellow box means that the user is a local moderator of one of the subforums. If I remember correctly, the yellow box only appears on posts in subforums moderated by that user. And no, logically the administrator does not need the yellow box :)Again, not in not :P
It's not only for moderators and not for all moderators, it appears for some special groups participants which don't have any own badge. As you can see, I'm a moderator and a local moderator of Russian and Serbian sections but I don't have this yellow box. Some intruders who are definitely not moderators have the same box because they are in a some special group for intruders which doesn't have an own badge.Yeps, i know y're Moderator of Russian and Serbian and you don't have a "yellow box" badge.

I think the admin will not remove it from those profiles who don't deserve it. But if this badge indicated local mode then why it say inactive in the source I gave?
