Trash / Quaratine

Hello Admin,

I am just wondering why are users still allowed to reply on topics that are on Trash and Quarantine Boards?
Users are also allowed to create new topics. Aren't they supposed to be locked and can only be accessed by forum moderators and admin?

Not all topics can be locked in Quarantine. For instance, I move to Quarantine the topics from bounty section that in some way break the altcoinstalks rules. But still they can be changed in Quarantine and then I can move back them to Bounty section.
