But after the Bitcoin halving, the price of Bitcoin probably increases significantly and it is no longer the right time to buy. The new ATH should be in 2024-2025. In 2022, it was the ATL (all time low).

This 'too late regret' is not new, its there even when price of bitcoin was 100 or 1000$. I remember in Dec 2017, when Bitcoin touched 19k people start saying that price of Bitcoin will be 100k next year and now its too late to buy bitcoin now. But in Dec 2018, price of bitcoin went down to 3500$.
Even though price of Bitcoin today is high i.e. 43k but that doesn't mean there wont be dips coming up that gives us a great chance to buy Bitcoin.

there is a correction in the market almost every week, its happening as I type this, bitcoin is down, its a slight correction only 1% at the moment and could drop further.
