Forum Rank update

Due to a demand from bounty campaigns, i had to switch the forum to a more strict ranking system.
The ranking system is coded to be similar in several ways to bitcoin talk.
But our system have been created to be more user friendly and more friendly towards new users, all while focusing on limiting cheaters and spammers.

To rank up, the new system rely on Activity parameter.
Activity is based on post count, but is influenced by other parameters :
- Registration date : to limit speedy spam ranking.
- Time active on the forum : this applies for some but not all the ranks.
- Karma : this applies for some but not all ranks.


Exceptions:
I added some exceptions to allow faster ranking for some members:
- Royalty : can rank up to senior member rank, without being bothered by anything other than post count.
- Donors: can rank up to hero member rank, without being bothered by anything other than post count.
- VIP : can rank up without being bothered by anything other than post count.
- Immortals : can rank up without being bothered by anything other than post count.
- Special rank : granted for short time periods to some to Spartans, Jnr spartans, Phoenicians & Altt Ambassadors, if they are helping with growing the forum.

Details:
- Post requirement have been reduced, thus now shorter post count in the count post.
- Jnr Member rank: require that the user have been active on the forum for at least a week - this is to make sure we stay friendly towards new users.
- Plagiarism and spam will be penalized and can affect your future ranking.

Requirements:
The requirements will be changing,
- Post count will be increasing for all ranks, thus you might experience a rank drop if you fall under the new post count requirement.
- Registration date: the older your account is, the easier it will be to rank up, and to reach higher ranks, this will be made harder in the future.
- Forum activity: For certain ranks, we are taking in consideration forum activity, to avoid letting users create farm accounts to rank.
- KYC verification: It has a positive aspect on ranking up.
- Karma : It is required for certain ranks, in the future will be rendered more difficult.
