I think this is just a normal language to use when it comes to crypto economy, it does not necessary mean that the people are without fund to continue investing. There are those that only invest but do not engage in trading; both are important to keep the coins/ token growing. Institutional investors, holders and traders of crypto makes the system active, and if none or one of  of these groups is present, it may render a coin/token worthless.
