Title: Addition of 2 new ranks

We have added 2 new ranks,
the rank Member, which is after Jnr Member but before Full Member
and the rank express, which allows projects to immediately post their links without having to be active on the forum on sometime.
express will be detailed in a separate post, with the other types of special ranks
