Why an account get duplicate? Can it be recovered by appealing?

I see their is official post about it ( create by admin ) . Altcointalk allow us to create multiple accounts , but we need to informed about it ( to Admin ) .
Our second account is marked as a duplicate Account , if you didn't informed then both Account got a banner of duplicate Account , hopefully you understand it.

This is a forum, and we do not wish to restrict you from creating a second or even third account
however, abuse forced our hand,
thus we require you to declare your duplicate accounts, to spare your main account from duplicate tag
if not declared, all accounts -including main- will be labeled duplicate

We do not have a problem with duplicate accounts, however many try to rank up fast with low quality posts
that's why we are asking all to declare their duplicate account, to do that just pm the admin from your duplicate account informing me about it.

Failing to do that, when caught all your accounts will be labeled as duplicate including main one.

Duplicate accounts may have restrictions in some bounties and airdrop, including ALTS.
