Old players in stock markets say: "buy on the rumor, sell on the fact". This means that, ETF delays are the rumor phase and it is good for buying. When SEC will accept the ETF, this is the fact, and it is time to sell. I think that the wales are buying slowly now, and the bull run, will be before ETF acceptance.
