Title: Central Bank of Russia Expects Crypto Draft Bill to Be Adopted in Spring 2019

The central bank of Russia believes that the draft bill on crypto regulation is prepared enough to be adopted in the spring of 2019, local news agency TASS reports on May 22.

Olga Skorobogatova, first deputy governor of the Russian central bank, has stated that the bank expects the crypto bill, “On Digital Financial Assets” (DFA), to be adopted during the spring session in 2019 in accordance with the order of the country’s president, Vladimir Putin.

Speaking at a recent meeting of the Parliament, Skorobogatova argued that the DFA, as well as a draft law on crowdfunding and other crypto-related bills, are at a “sufficiently high degree of preparedness” to be adopted during the session.

The official has also emphasized that all those draft laws are “crucial for the country and will allow for the implementation of new projects.” Conversely, Russian prime minister and former president Dmitry Medvedev had recently stated that crypto regulation is not a priority for the Russian authorities because cryptos “have lost their popularity.”

Yesterday, the Chairman of the Russian Parliament’s Committee on Financial Market revealed that Russian authorities had to delay the second reading of the DAF due to an order from the Financial Action Task Force on Money Laundering (FATF).

While the FATF obligated Russia to legislate major industry terms such as “cryptocurrencies” and “bitcoin (BTC),” Russia’s central bank was reportedly influencing the lawmakers to avoid including some of the terminology in the bill.

It is very strange that such a statement by the Central Bank of Russia that the laws on cryptocurrency will be adopted at the spring session of 2019 sounded on May 22, when only nine days were left before the end of spring. In my opinion, this is obviously impracticable. Anyway, I do not expect good cryptocurrency laws from the current leadership of Russia. Most likely, ordinary citizens will be prohibited from freely using cryptocurrency.

Already the spring has passed, and no law on the regulation of cryptocurrency in Russia has been adopted. Medvedev's statement that the adoption of such a law is no longer relevant can play a decisive role and will be forgotten again about such a bill in the Duma.

Yes, after such a statement by Prime Minister Medvedev, laws on the regulation of cryptocurrency will be adopted in Russia, perhaps by next spring. Moreover, one should not even hope that they will provide for free access of the population to the use of cryptocurrency. While in Russia everything is very bad.

The second spring of 2020 has already come, and Russia has not adopted any laws on the regulation of cryptocurrency. I don’t even know when this can happen and the main thing is what content will be in these laws. I very much doubt that people in Russia will be allowed to freely use cryptocurrency. Now it is too authoritarian state.

As expected, in Russia they want to amend the adopted law on the regulation of digital assets and actually completely prohibit its circulation in the country, except for its storage.
Cryptocurrency is financial freedom, and Putin’s ruling regime will never give freedom to his people.
