There are several predictions about market. Crypto currency are unpredictable, the market will depend on demand and supply.

We heard Chinese government will ban bitcoin, although Its just temporary.
Elon musk tweeted to refuse bitcoin as tesla payment..

In my mind normal means reach the point we can sell our asset again with low fees. Change network will not solve fees problem so we only need to wait 2.0 release. Cheap price with high safety mode will make eth normal again.

I think we need to wait about 3 months to see ETH price return to 4K when BTC price retrace 60K. Then ETH will create a new ATH before the whole crypto market goes into the big winter. Our job now is to continue to hold ETH.

It's hard to say for sure, but everyone has a prediction.  This Ethereum market is not alone, other Cryptocurrency markets are also going down including Bitcoin. And it looks like this decline will continue, I myself prefer to hold stable coins for now because of market conditions that tend to continue to fall. 
Then when will the Ethereum market return, I think at the end of this year and it will also be accompanied by an increase in the price of Bitcoin and other coins.  We'll just have to wait, because only time can tell.
