Yes quite true, projects are also forced to accommodate short comings of launch pads who manually process the launch schedule and other activities. Imo a problem that has been unattended to for quite some time is the cherry picking of projects that are likely to succeed based on launch pads stats being funded and potentially huge projects which do not meet up with the requirement of the launchpad dieing off as an unappreciated idea.. a really sad hitch
