Bounty Issue

I found a bounty campaign that only post altcointalk for advertising. In altcointalk forum no one can pertinent of this bounty program. Only BTT account holders can pertinent. All joining google link wants BTT account. I also asked their telegram, they said only for BTT account holders can join this bounty program.
My question:
1. Altcointalk user why are deprived?   
2. Have any rules like this?
3. If there is such a rule then altcointalk can not be a hunter?

Altocoinstalks .com is a new forum and new place for us to work. I think there rules which have already are best for all because if they give more rules and regulation  they lost there investor .

Something else is that it was presumably posted by another person and not from the abundance supervisory group so they would not want to answer any question.

Truly, this is a legitimate inquiry and I get a kick out of the chance to surmise that if Altcoins discussion was acknowledged for bounties in Bitcointalk, I would have educated of this gathering quicker and would presumably be an old part now.

there is time for everything but, as for altcoinstalks.com, the pace of it growth has been exceptional and quit very fast. I think i like the way everything about the forum happening, very amazing, in short, altcoinstalks.com will on the moon.

Altcoinsforum is quite new and many bounty managers do not accept it yet but if we the community members can join hands together and get more people involved, this situation would change soon.

You're right. I think everything will change when the market recovers and then our forum will come new startups (projects) Personally I'm negotiating with a well-known bounty Manager to lead it projects to our forum.
