আজ বৃহস্পতিবার বাংলাদেশ ব্যাংক জনস্বার্থে একটি সতর্কীকরণ বিজ্ঞপ্তি জারি করে। বাংলাদেশ ব্যাংক একে স্পষ্টিকরণ বিজ্ঞপ্তি বলেও উল্লেখ করে।

এর আগে পুলিশের অপরাধ তদন্ত বিভাগকে (সিআইডি) লেখা এক চিঠিতে কেন্দ্রীয় ব্যাংক ক্রিপ্টোকারেন্সির সংরক্ষণ, লেনদেন অপরাধ নয় বলে মন্তব্য করেছিল।

বাংলাদেশ ব্যাংক বলেছে, সম্প্রতি বিভিন্ন সংবাদ মাধ্যম এবং ইন্টারনেট থেকে পাওয়া তথ্যে জানা যায় যে ক্রিপ্টোকারেন্সি, যেমন বিটকয়েন, ইথেরিয়াম, রিপল ও লাইটকয়েন বিভিন্ন জায়গায় লেনদেন হচ্ছে। এসব ভার্চ্যুয়াল মুদ্রা কোনো দেশের বৈধ কর্তৃপক্ষ ইস্যু করে না। ফলে এ মুদ্রার বিপরীতে কোনো আর্থিক দাবি স্বীকৃত নয়। এসব মুদ্রায় লেনদেন বাংলাদেশ ব্যাংক বা অন্য কোনো নিয়ন্ত্রক সংস্থা অনুমোদন করে না। সে কারণে এর ব্যবহার বৈদেশিক মুদ্রা নিয়ন্ত্রণ আইন, ১৯৪৭; সন্ত্রাসবিরোধী আইন, ২০০৯ এবং মানি লন্ডারিং প্রতিরোধ আইন, ২০১২ সমর্থন করে না। অনলাইনে নামবিহীন বা ছদ্মনামধারী প্রতিসঙ্গীর সঙ্গে লেনদেনে অনিচ্ছাকৃতভাবে মানি লন্ডারিং ও সন্ত্রাসে অর্থায়ন প্রতিরোধবিষয়ক আইন লঙ্ঘন হতে পারে।

বিজ্ঞপ্তিতে আরও বলা হয়, মূলত অনলাইনভিত্তিক নেটওয়ার্কে ভার্চ্যুয়াল মুদ্রায় অর্থমূল্য পরিশোধ ও নিষ্পত্তি হয়ে থাকে। কোনো কেন্দ্রীয় কর্তৃপক্ষ বা পেমেন্ট সিস্টেম নিয়ন্ত্রণ কর্তৃপক্ষ এ মুদ্রাকে স্বীকৃতি দেয় না। সে কারণে গ্রাহকেরা ভার্চ্যুয়াল মুদ্রার সম্ভাব্য আর্থিক, আইনগত ঝুঁকিসহ বিভিন্ন ঝুঁকির সম্মুখীন হতে পারেন। সম্ভাব্য আর্থিক ও আইনগত ঝুঁকি এড়াতে বিটকয়েনের মতো ভার্চ্যুয়াল মুদ্রায় লেনদেনে সহায়তা দেওয়া ও এর পক্ষে প্রচার থেকে বিরত থাকার জন্য সর্বসাধারণকে অনুরোধ করেছে বাংলাদেশ ব্যাংক।

ক্রিপ্টোকারেন্সি নিয়ে ২০১৭ সালের ২৪ ডিসেম্বর বাংলাদেশ ব্যাংক একটি বিজ্ঞপ্তি প্রকাশ করেছিল। ওই অবস্থানের কোনো পরিবর্তন হয়নি। বাংলাদেশ ব্যাংক দাবি করেছে, একটি নির্দিষ্ট মামলার তদন্তকারী কর্মকর্তার গোপনীয় ব্যবহারের জন্য বাংলাদেশ ব্যাংক একটি চিঠি পাঠিয়েছিল। ওই চিঠিও বিশেষ কিছু পত্রিকায় খণ্ডিতভাবে উপস্থাপিত হয়েছে। এটি কোনোক্রমেই সাধারণভাবে প্রচারযোগ্য নয়।

প্রথম আলো অনলাইনে ‘ক্রিপ্টোকারেন্সি লেনদেন অপরাধ নয়, সিআইডিকে বাংলাদেশ ব্যাংকের চিঠি’ শীর্ষক একটি প্রতিবেদন ছাপা হয়েছিল।

বাংলাদেশ ব্যাংকের বৈদেশিক মুদ্রানীতি বিভাগ গত ১৮ মে সিআইডিকে একটি চিঠি দেয়। ওই চিঠিতে বলা হয়, ‘ক্রিপ্টোকারেন্সির মালিকানা, সংরক্ষণ বা লেনদেন স্বীকৃত না হলেও এটিকে অপরাধ বলার সুযোগ নেই মর্মে প্রতীয়মান হয়।’
