which is best to learn blockchain programming ?

as a newbie in data science. and zero knowledge in programming skills. which is best to learn if i am focusing on learning the blockchain technology . should i have to learn the procedurial programming like javascript and c#  or should i have to learn the finctional programming like haskell ? your advice is much appreciated. thanks .
