ICO is a program plan from the project for publication of tokens. The goal is to raise funds for the development of the project and tokens as an attraction for participants to join the project community.

In my personal understanding, ICO means a period when a project offers their coins or tokens to internal management and public. This becomes the way of a project to collect funds for the starting of its development and continuity.

I think the meaning of ICO is to publish project tokens with the aim of collecting project development funds. technically, ico how to test these tokens running on the blockchain network ethereum mostly or others. besides, testing applications that offer platforms when users use these tokens.
